     工业和信息化部人才交流中心(以下简称中心)创建于1985年1月,1992年10月成为独立事业法人单位,是工业和信息化部直属一类事业单位。

     中心围绕“服务人才”主业,各项工作取得了长足发展。中心是工业和信息化部在人才培养、人才交流、智力引进、人才市场、人事代理、国际交流等方面的支撑机构;是国家外国专家局认定的具有派遣团组和人员赴国(境)外培训工作的资格单位;是国家人力资源和社会保障部授权的人才市场与人事代理机构、留学人员工作站的组织实施单位;是国家人力资源和社会保障部、工业和信息化部共同批准的“全国信息专业技术人才知识更新工程(653工程)”项目实施承办单位;是国家中小企业“银河培训工程”项目承办单位;是工业和信息化部引进国外智力等工作的日常组织实施管理单位。同时,承办工业和信息化部赋予的有关人事、教育等工作。

     “以人为本,服务至上”是中心的社会责任。中心通过多年发展,取得了丰硕成果,先后组织了赴美国、英国、加拿大、澳大利亚、德国、法国、日本、韩国、瑞典、新加坡等国家各类考察培训团组1000多个,派遣各种层次的技术和管理人员10000多名,引进外国技术和管理专家数千人次,在国内组织了100万人次参加的多种专业培训,为不同层次的管理、技术岗位培养了大批人才,为推进国民经济信息化建设,走中国特色新型工业化道路做出了积极贡献。

     中心立足于工业和信息化领域,持续创新,稳步发展,不断提高核心竞争力,努力向“建立和完善专业化人才培训、市场化人力资源配置、国际化人才交流、网络化信息咨询等为主要内容的人才服务体系”目标奋进。


About Us


     Talent Exchange Centre, Ministry Of Industry and information Technology ( below referred to as the Center) was established in January 1985. In October 1992, it became an independent and institutional   legal entity, an institution of Category 1 directly under the Ministry of Industry and Information Technology.

     Centering around the prime undertaking of serving human resources,we have made quite great progress in various work fields. The Center is a mechanism supporting the Ministry of Industry and Information  Technology in carrying out human resource education, human resource exchange, brain gain, development  of human resource market, acting as personnel agent, and promoting international exchanges and other   affairs; It is an institution recognized by State     Administration of Foreign Experts Affairs qualified  to dispatch groups and individuals for overseas training; It is an institution authorized by Ministry  of Human Resources and Social Security to organize implementation of the work of human resource market, personnel agents and work stations for those who have completed overseas studies and returned from abroad; It is an institution jointly approved by Ministry of Human Resources and Social Security and  Ministry of Industry and Information Technology to undertake and implement the "Project for Updating   Knowledge for Personnel in the Discipline of Information Technology (Project 653)";It is an institution undertaking the "Yin He Training Project" for small and medium sized enterprises; It is an institution organizing, implementing and supervising the daily work such as brain gain for Ministry of Industry and Information Technology.  In addition, it is entrusted with such tasks as personnel affairs, education  and others by Ministry of Industry and Information Technology.

     “Let service be the top priority and take people as the fundamental” is the social responsibility of the Center. The Center has made great achievements after development for many years. In succession, it organized more than 1,000 delegations of various types who received training or made investigations in the U.S., Great Britain, Canada, Australia, Germany, France, Japan, South Korea, Sweden, Singapore  and other countries.It has sent over 10000 technical and management personnel at all levels, introduced overseas experts on technology and management for several thousand person-times, and has organized various professional trainings nationwide where the number of attendants has reached 1 million person-times, and has trained a wealth of qualified people for technical and managerial jobs of different levels. Hence it has made great contributions to the advancement of informationization of national economy and to the new and unique road of industrialization in China.

     By basing itself on the fields of the industry and informationization, the Centre will develop steadily,innovate continually so as to improve its core competitiveness     continuously,and make endeavors to realize the goal of “Establishment and perfection of the human resource service system focusing on specialized personnel training, market-based allocation of human resources, international exchange of  manpower, and Internet-based information and consultation service”.
